Introduction.

Every day in life confirms that the institutions of the Pension Fund of the Republic of Dagestan, taken together, are the most important link in the state system for ensuring social protection of the population and socio-political stability in the country. The fund's activities support the material well-being of not only 38 million pensioners across Russia, but also help tens of millions of their children and grandchildren to survive. Today we are going through an active phase of reform aimed at further improving the pension system and providing the older generation with a decent life. The implementation of the planned requires from each employee of the Department not only knowledge and experience, but also responsibility, attention to people and mercy, the realization that his personal contribution to work is the key to improving the lives of pensioners. Most employees have all of these qualities. As elsewhere, the republic is undergoing a reform of the pension system. Its fundamental principles are being radically broken. The necessary legal base of the new system is being formed, and the process of creating viable elements and mechanisms of this system is coming to an end.

As of December 31, 2003, the total number of pensioners in the republic amounted to 465,364 people and increased by 8,857 people over 1 year, which is 22% of the total number of its population. Moreover, there are twelve pensioners for ten employees, and the average pension amounted to 1370 rubles, in the Russian Federation - 1747 rubles, in the Southern Federal District - 1617 rubles.

For the fifth year in Dagestan timely payment of pensions has been ensured. The solution of organizational issues related to the implementation of the new pension legislation is entirely the responsibility of the State Institution - the Branch of the Pension Fund of the Russian Federation in the Republic of Dagestan.

Its functions include ensuring on the territory of the republic the targeted collection and accumulation of insurance pension contributions, the appointment, recalculation of pensions, their financing and payment, in other words, the implementation of the pension policy in the republic in accordance with federal legislation.

The initial reform model, which was reported by the Pension Fund at a government meeting in October 2000, was as follows.

It was proposed not to change the current pension system, when a certain part is deducted from the wages of employees to the Pension Fund, which is divided approximately equally among all pensioners, it was proposed not to change at all. And the problem of a shortage of funds that will arise in 2010-2018 (when the number of people retiring will noticeably exceed the number of those who start working) due to demographic risks was supposed to be solved at the expense of funds allocated to a reserve fund specially created for this purpose.

The task was set to modernize the current pension system in such a way that the result of this modernization would be an increase in income directed to the creation of reserves for future obligations.

An increase in income, for example, by reducing the rate of taxes (contributions) to the Pension Fund can lead to an increase in the taxable base and an increase in tax revenues, since in 2000 the share of "hidden" wages in the incomes of the population was, according to the State Statistics Committee of Russia, about 320%.

The new pension will be three-tier– accordingly, the funds allocated by employers for the provision of pensions to employees will be divided into three streams.

The first part is the tax (14%). It goes to the federal budget and from there is directed to finance the so-called basic part of the labor pension and social pensions.

The second is the insurance premium (14; 12 or 11% depending on the age of the insured citizen, depending on the employee's belonging to a certain age group), goes directly to the FIU. The corresponding amounts are reflected in the individual account of a particular employee and directed to finance the current obligations of the pension system. When an employee retires, the state guarantees him the payment of the equivalent (taking into account the growth of wages in the country over this period) of the amount that was received on his account.

The third part is the insurance premium (from 2 to 6%, starting from 2006), enters the Pension Fund of the Russian Federation, is reflected in a special part of the individual personal account of a particular employee and is directed to finance the pension only at the time of the retirement of this employee.

The rest are not taken into account under the current system.
